As a Senior Contracting Representative, you will be responsible for ensuring that the company has adequate control in all active contracts based on administration and utilization. The role is also responsible for improving the proponent’s contract coordinator awareness and compliance with contracting policy and procedures. This also includes sourcing new capable contractors, maintaining contractors' databases, management of claims and estimation, coaching, and mentoring staff concerning their ‘day-to-day’ duties. Minimum Requirements Bachelor's degree in Engineering, Accounting, or Business Administration. 9 years of contracting experience in the oil and gas or petrochemical industries. Fluent in English and Arabic. Understanding of an ERP system, preferably SAP. Experience in contract management best practices in the oil and gas or petrochemical industries Familiar with different types of contracts (lump sum contracts, unit rate contracts, cost plus contracts, etc.) Familiar with contract terms and provisions including payment provisions, warranty, delays and time extensions, changes of work, termination, etc. Key Responsibilities Responsible for leading contract procurement activities (pre-award activities). This covers managing the tendering process including prequalification of bidders, coordinating clarification of scope with bidders, obtaining techno-commercial clarifications, leading the negotiation with bidders, seeking management approval, and awarding contracts. Coordinate with end users to get their business needs, help them choose the best contracting/sourcing strategy, and support them in finalizing the requirements before starting the procurement process. Prepare recommended bid list and send Solicitation of Interest (SOI) to potential vendors. Prepare RFQ/RFP documents. Conduct job explanation meetings with bidders/vendors. Coordinate bid clarification meetings and site survey visits with bidders/vendors. Control bid proposals and bid openings. Perform commercial proposal evaluations. Perform commercial negotiations with various vendors. Source and prequalify new contractors in line with company policies and procedures. Manage and maintain contractors' database with clear classification and performance indicators Perform and manage awareness to contract coordinators Monitor overall contract & service buying activities against budget, schedule, and KPIs and attribute and provide corrective solution assistance where appropriate. Monitor contractor quality and efficiency to contracted service performance levels and correct as necessary. Provide guidance to identify saving opportunities activities to Contract Advisors and customers. Continuous work process improvement and system enhancement to improve quality, control, and timely action. Maintain high-level business standards and ethics. If this preliminary screening is successful, your resume will be submitted to our client. 2.2 Client Interview: If your resume is approved by our client, a member of the Talent Acquisition Team will get back to you and schedule a face-to-face or virtual interview. We cannot guarantee the time our client will take to approve your resume, but it normally takes 7 to 14 days. The client interview contains technical questions that help assess your familiarity with problem-solving in your given field and may include a behavioral evaluation. Be prepared to explain how you approach problems and produce solutions. 2.3 There could be additional interviews with hiring managers, which may also contain technical questions that will help them assess your familiarity with problem-solving in your given field. 3. Conditional Offer: A successful interview may result in a conditional offer of employment. Conditions for employment include but are not limited to medical examinations, and permission to secure a visa to work and reside in-country. 4.
